The City Charter States:
"Except as provided in the other paragraphs of this section, vacancies in the offices of Mayor and Commissioner shall, within thirty days, be filled for the unexpired term of the officer whose office has become vacant, by appointment by a majority vote of the members of the Commission then in office of a person possessing the qualifications for the office. If a Commissioner be appointed as Mayor, such appointment shall not alter such appointee's term as a member of the Commission but shall create a vacancy in the office of Commissioner for the unexpired term of the former Mayor."
